Florida / Centene / Molina / Contract transition

Published Not stated · Added 2026-10-09

Event date: 2026-10-01

Florida Children’s Medical Services Plan moved from Sunshine Health to Molina on October 1

Sunshine Health’s current member page confirms that the Children’s Medical Services Health Plan is now operated by Molina Healthcare and members transferred automatically October 1. AHCA identifies Molina as the selected statewide operator. The source pages do not state their publication dates; this is a newly verified historical transition, not a new October 9 award.

Why it matters: AHCA says existing appointments, prescriptions and authorizations will be honored. Those commitments require monitoring for actual continuity. The transition concerns this specialized plan, not all Sunshine Medicaid business. No contract value or member harm is inferred.

Transition confirmed by outgoing operator; state continuity commitments; publication dates unstated

Centene findings Molina findings

Review completed October 13, 2026. Added Humana's announced CenterWell clinic joint venture with BlackRock. The transaction is pending regulatory approval and the stated $2.8 billion is the value of WCAS's equity stake, not proceeds to Humana or a fine.

Analysis

What the documented record shows.

Payment delays can affect provider stability

DMHC directly confirmed the $1 million fine was paid and described provider-payment remediation. Provider reimbursements and interest are separate from the penalty. Primary source

A programming error can block medication

CMS found that an inaccurate eligibility file caused claims rejection despite active coverage. This is a concrete mechanism linking operations to medication access. Primary source

A loss and an award need separate labels

Virginia operations ceased after a failed procurement challenge, while Georgia remains an intent to award under protest. They are not equivalent contract outcomes.

01 / Financial accountability

Fines, settlements and audit findings.

Amounts retain their original category and payment status. There is no combined “fines paid” total.

2022-06-17 · Molina Healthcare of CaliforniaFine / Provider dispute resolution$1,000,000

Paid, explicitly confirmed by DMHC

DMHC found 29,124 provider disputes were not acknowledged or resolved on time.

Separately reported remediation: $80.3 million provider payments plus $1.8 million interest. The headline says $82.2 million; rounded components sum to $82.1 million. Not additional fines.

CMS imposed; payment and appeal disposition not confirmed

Eligibility programming errors led the PBM to reject medication claims for members with active coverage.

CMS identified delayed access, out-of-pocket costs or failure to receive medications as actual or substantially likely effects.

Sources, methods and limits

A collection readers can check.

Research window: January 2020–October 6, 2026. Earlier conduct is included when an action was announced during the window. Sources prioritize regulators, state procurement notices, SEC filings and company disclosures. Company award announcements are identified as such.

Subsidiaries are grouped under their parent, with the entity and business identified. Former subsidiaries are labeled. A source link appears with each record. Reporting an allegation is not a finding of liability.

  • Initial collection, not a complete inventory of every action, subsidiary or procurement from 2020–2026.
  • Payment confirmation and appeal dispositions remain incomplete; assessed or agreed amounts are not described as paid.
  • Earlier executive compensation extraction is incomplete: 2020 all companies; 2021 CVS; 2022 UnitedHealth. Earlier non-CEO pay and benefits remain to be extracted.
  • 2026 annual executive compensation is not yet reported for a completed fiscal year. Positions in the 2025 pay table reflect that disclosure, not a current leadership directory.
  • CVS detailed benefit breakdown remains to be extracted. All other compensation is not synonymous with benefits; it can include severance and other items.
  • No matched evidence establishes elimination and later reposting of the same positions. Need job title, requisition, duties, location, employing entity and dated notices/postings.
  • Initial contract collection is selective. No Humana contract loss is documented here; that is a coverage gap, not proof that none occurred.
  • Pharmacy, PBM, employer insurance and workers compensation actions are labeled separately from Medicaid / Medicare health-plan actions.
  • Unequal search coverage and company size prevent a defensible ranking of companies by the counts or amounts in this collection.

Analysis expresses questions and inferences from the listed records. It does not establish causation between executive pay, staffing changes and member outcomes.
